"There was a discussion of the practicality of the movement of players between multiple teams entered by one club at a single age group (e.g. Cleeve running 2 U13s sides). It appeared that some players had played for both sides. The discussion was left on the basis that it would have to be up to the manager to act reasonably as it was difficult to formulate a rule which would not have the negative effect of banning some players from participating. However, in cup games the rule remains that a player who has played for one team may not thereafter play for another."

Now it is over to you as Youth Organisers. References to League Officers in relations to the rules, complaints about other clubs, complaints about the weather, complaints about results achieved - none of these should be necessary save after the point really has been addressed Youth Organiser to Youth Organiser without success.
Mark Walker is the Results Officer and anything to do with results needs to go to him.
John Waters is U13/U11 Secretary and anything to do with these age groups needs to go to him. He also deals with trophies, cup-final arrangements (including umpires) and inter-divisional play-off games.
I deal with U15 and U17 levels. Note that I will not entertain calls or emails received from individual managers - only from Youth Organisers
No-one volunteered to be Representative Games Organiser so there is none such. There are though individual managers at 3 levels - see the handbook.

Remember that the dates in the fixture list are the dates, not the opening gambit in a round of negotiations to get something more convenient.

SUMMARY OF RULES: WHAT HAPPENS WHEN OPPOSITION CANNOT PLAY?
Remember rule 10 which provides for what is to happen when one club notifies another it cannot play on the published date. A summary of the rules as regards games which are not played is as follows:
What is the point of these Rules? It is to provide a balance between the competing concerns of a group of volunteer managers. On the one hand it provides a way of getting in games which would otherwise have been rained off or defaulted but on the other hand prevents the hard-pressed manager’s season being extended limitlessly by casual defaults and subsequent requests to re-arrange.

Under 17 team is selected as the strongest available. Other ages are selected with a view to strength but as representative of a spread of member clubs. Youth organisers are encouraged to recommend players in writing to representative team managers for consideration.
Opposition: Each representative manager is also encouraged to arrange matches against the Bristol & District Youth Cricket League, the Bath & District League, the Taunton District League and the Pembrokeshire League.

Each club must ensure that its subscription is received by the League Treasurer at latest by 1st June 2008; payments received earlier would be welcomed.

No correspondence with anyone else.
Safety: No player aged under 13 (except the wicketkeeper) may field within 11 yards of the bat, measured from the middle stump, save behind the wicket on the off side, until the batsman has played the ball. At under 15 level the distance is 8 yards. Players aged under 17 and under 16 may field closer, provided that they are not felt to be at risk, but must wear a box and helmet if within 6 yards, save behind the wicket on the off side. Should any fielder come within the distance, the umpire must stop the game immediately and instruct the fielder to move back. Safety is paramount.
Helmets: Players should not be allowed to bat or to stand up to the stumps when keeping wicket without a helmet against a hard ball except with written parental informed consent. Coaches, teachers, managers and umpires should always ensure that a player wears a helmet if this written parental informed consent has not been received. “Informed” means that the parent knows the implications of what it is consenting to. Players should regard a helmet with a faceguard as a normal item of protective equipment when batting against a hard ball, together with pads, gloves and, for boys, a box. There is a British Standard (BS7928:1998) for cricket helmets and it is in the best interests of players to ensure that their helmet conforms to this standard.

Age: Players over the relevant age on 1st September 2007 are not eligible to play. The officers of the League will deal with any breaches of this rule which are referred to them and are empowered to act as they deem fit in cases where over-age players are fielded, whether knowingly or otherwise. It is unfair and can be dangerous for 9 year olds, for example, to have to play against 12 year olds or for 14 year olds to have to play against 18 year olds.

“For the purpose of these directives a fast bowler is defined as a bowler to whom a wicketkeeper in the same age group would in normal circumstances stand back to take the ball.”
Having completed a spell the bowler cannot bowl again, from either end, until the equivalent number of overs to the length of his spell have been bowled from the same end. A bowler can change ends without ending his current spell provided that he bowls the next over that he legally can from the other end. If this does not happen, his spell is deemed to be concluded. If play is interrupted, for any reason, for less than 40 minutes any spell in progress at the time of the interruption can be continued after the interruption up to the maximum number of overs per spell for the appropriate age group. If the spell is not continued after the interruption the bowler cannot bowl again, from either end, until the equivalent number of overs to the length of his spell before the interruption have been bowled from the same end. If the interruption is of 40 minutes or more, whether scheduled or not, the bowler can commence a new spell immediately.
Once a bowler covered by these directives has bowled in a match he cannot exceed the maximum number of overs per day for his age group even if he subsequently bowls spin. He can exceed the maximum overs per spell if bowling spin, but cannot then revert to bowling fast until an equivalent number of overs to the length of his spell have been bowled from the same end. If he bowls spin without exceeding the maximum number of overs in a spell the maximum will apply as soon as he reverts to bowling fast.
Captains, team managers and umpires are asked to ensure that these directives are followed at all times.”
BARRINGTON - STYLE RULES AT UNDER 11 LEVEL
The laws of cricket shall apply with the following exceptions:
1. The pitch shall be 19 yards in length.
2. The ball shall weigh 4¾ ozs.
3. The stumps shall be 27ins. Above the ground and 8ins. Wide.
4. Each team shall comprise 10 players.
5. Each game shall consist of 1 innings per side. Each innings can be of 16 overs duration but when time permits may be of 20 or 24 overs.
6. The batting side shall be divided into pairs. In a 20 over game each pair shall bat for 4 overs. Pairs shall change at the end of the 4th, 8th and 12th overs.
7. Batsmen shall have unlimited “lives” and each “life” shall result in 6 runs being deducted from the total. No batsman who is out for any reason shall face the next ball. Batsmen shall change ends at the fall of each wicket except on the last ball of an over.
8. Each boy on the fielding side must bowl with the exception of the wicketkeeper.
No boy shall bowl more than 1/5th of the total overs actually bowled.
9. Each team shall commence its innings with a score of 200 runs.
10. The winning team shall be the side scoring the higher number of runs after deductions for the fall of wickets. In the event of scores being equal the 10 players from each side shall throw at the wickets from the bowler’s end and the team scoring most hits shall be the winner.
11. In all matches no fielder, except the wicketkeeper, shall be allowed to field nearer than 11 yards, measured from the middle stump, except behind the wicket on the off side.
12. In the event of the umpires being satisfied that a player is incapacitated his place may be taken by a reserve who shall bat and/or bowl in his place. If no reserve is available any over due to be bowled by the injured player shall be bowled by another player without exceeding his quota. The captain of the fielding side shall choose one of the players in the first 4 pairs to bat a second time in the 5th pair.
Note: Barrington rules at U13 level provide for 8 players per side with each “life” costing 8 runs.

THE NORTH SOMERSET YOUTH CRICKET LEAGUE RULES
1. Name: The competition shall be known as The North Somerset Youth Cricket League.
2. Management: The League shall be managed by The General Management Committee which shall consist of: the President, the Chairman, the Secretary, the Treasurer and one representative from each participating club.
3. Meeting: The Annual General Meeting shall be called not later than 14th February and each member club shall have one voting representative.
4. Subscriptions and penalties: League membership subscriptions and penalties shall be fixed by the Annual General Meeting. Membership subscriptions shall be paid by 1st June.
5. Competitions: The League shall comprise 4 sections, one for players under each of the following ages: U17, U15, U13 and U11. Players must be under the relevant age at 1st September of the previous (in the case of girls the following) year. A knockout competition may be run at each level. The laws of cricket current from time to time shall apply in all competitions save as modified by these rules or the rules of the ECB-run national knockout competitions or by safety guidance published by the ECB current from time to time, which shall be strictly adhered to.
6. Timing: Evening matches shall commence no later than 6.30pm. Sunday morning matches shall commence no later than 10.00am.
7. Duration and format: Save where national competition rules apply, all games shall be played over 25 overs or a lesser number, as agreed by the team managers; in default of agreement 20 overs shall be played. No player shall bowl more than 5 overs, or 4 in a 16 over match, with a minimum of 16 overs in each innings. At U11 level all games shall be played under the Barrington-style rules printed in this handbook unless otherwise agreed by the team managers.
8. Rain: In the event of a match being unfinished due to rain or bad light, the winner shall be the side which has scored at the faster rate per available over, providing that at least 8 overs have been bowled in the second innings. If the rates are the same, the side losing the fewest wickets shall be the winner.
9. Points and trophies: There shall be 2 points for a win and 1 point for a tie. A team whose opposition notifies its inability or unwillingness to play on the day and at the ground printed in the fixture list or fails to appear on the day shall take 2 points for a win, or proceed to the next round of the cup, save that if a game cannot be started or completed because of weather (atmospheric or which has rendered the pitch unplayable) the teams shall take 1 point each, or for a cup game agree a rearranged date. In the event of a tie for the leadership of a section, there shall be a play-off but if none takes place during the season and subject to rule 11 the trophy shall be shared.
10. Dates and changes: Save as below, dates and venues of all games shall be as printed in the fixture list. Managers may agree to rearrange a game despite there having been a default or a weather-cancellation and if such game is played points attaching to its result shall, if notified to the appropriate secretary in accordance of rule 12, be substituted for the points which would otherwise would have attached to the defaulted or weather-cancelled game. Nothing shall oblige a manager to agree to play a defaulted or weather-cancelled game on a later date but any request so to do shall be made and received with goodwill and in the light of both rule 15 and the teams’ aspirations for success in the league. Managers may also rearrange a game if such suits their mutual convenience whereupon the agreed rearranged date or venue shall in all respects be treated as if it were the date or venue for the game printed in the fixture list.
11. Cup matches: The dates and venues of all cup finals shall be fixed by the officers ofand play-offs: the league but those for play-offs shall be fixed by the managers of the teams involved or failing agreement and as a last resort by the relevant league secretary. A team whose opposition cannot or will not fulfil an agreed or fixed cup or play-off date shall win the fixture. If a cup match or play-off is tied, the team losing the fewest wickets shall be the winner; if still tied, the winner shall be the team scoring most runs off the bat.
12. Results and scorecards: The winning team, or the team benefiting from a default or in the case of a scorecards: tie or weather-cancelled game the home team, shall be responsible for the input of the result card with full scorecard into the League website within 7 days, otherwise rule 14 shall apply. In the event of an agreement between managers to play a defaulted or weather-cancelled game at a later date or to rearrange a game for mutual convenience, the status of the fixture in respect of the date printed in the fixture list must still be input into the League website.
13. Eligibility and coaching: No player may play for more than one member club in the same age group in one season. There shall be no coaching whilst a game at under 17 level is in progress.
14. Fines: The following defaults shall result in the following fines: late payment of a subscription: £5.00; non-supply or late-supply of result and match material via input of full scorecard to League website: £5.00; non-attendance of a club representative at the Annual General Meeting: £10.00.
15. Aim: The aim of the League shall be to promote, encourage and develop youth cricket.

1. The Chairman opened the meeting at 7.45pm after pre-meeting business had been concluded. Attendances and apologies were taken.
2. The holding of the AGM outside the period permitted under the Rules was approved.
3. The minutes of the previous meeting held 27th February 2007 were read and approved.
4. The League Secretary/Treasurer delivered a report (copy attached).
5. The U13/U11 Secretary (with trophies, cup finals and some representative games) delivered a report (copy attached).
6. The Treasurer delivered an income and expenditure statement to March 2008 which was explained, discussed and approved. The recommendation of the Treasurer that subscription levels be changed for the 2008 season to a flat £10 per team entered was discussed and accepted.
7. Peter Holdaway (Barrow Gurney) as Representative Teams Officer reported that 3 representative games had been played on each occasion against the Bristol & District League. The U17s (a team managed by John Waters) had lost. The U15s had played at Chew Magna and won. The U13s had lost but the game was noteworthy for the League’s side having been captained by Sophie Luff, a 13 year old girl from WSM.
8. The Results Officer delivered results materials which were distributed to those present.
9. Matters arising from the Officers’ respective reports were discussed.
10. In relation to the organisation at U15 and U13 level into 2007, it appeared that some of the managers running the teams had been unclear as to the requirements for games to be played by the cut-off dates for the sectional play-off fixtures listed or had wrongly assumed that such cut-off dates and play-off fixtures would be moved back in view of poor weather. The League Secretary was asked in next year’s Handbook to reinforce the position that league points counting towards qualification for the play-offs cannot accrue after the cut-off date. Extra wording is to be inserted on pages 8 and 10 of the Handbook.
11. The League Secretary confirmed to the meeting that the Handbook each year contains all the regulations, rules and necessary materials needed for the season.
12. The League Secretary confirmed that the cut-off date for participation in play-offs, finals and the next round of cup competitions is always the day before the date of such play-off, final or next round.
13. Some discussion took place of a suggestion floated by Winscombe that the entire league and cup programme be changed to a play on the day/points on the day/no postponements or re-arrangements basis but the suggestion was not taken further in discussion at the meeting.
14. The ideal structure for the shortened fixture programme in leagues divided into two smaller sections was discussed and it was concluded that the ideal (insofar as possible) in structuring the fixtures is to have one clear free week after the end of the section fixtures to allow re-arrangements/postponements before the play-off week.
15. John Waters responded to a request for information from the floor by reporting that the complaint received from the ECB directing that NSYCL batsman be made to retire in U13 cup games as per national regulations (rejected by the League Secretary) had been in effect abandoned by the ECB following discussions between John Waters, Somerset Cricket Board and the ECB. The League’s status as a self-governing, independent body had been asserted.
16. After discussion, it was determined that the U17 league in 2008 should be played as a single division (not split) with 13 (in the event 14) participating teams.
17. After discussion, it was determined that the U15 league would be split into two broadly equal sections on substantially the same basis as in 2007 (that is to say broadly geographically and with A and B teams in different sections) except that both Cheddar teams would be in the same section.
18. After discussion, it was determined that the U13 division in 2008 should be split into two sections on substantially the same basis as in 2007, that is to say substantially geographically and with A and B teams in different sections save that the teams of each of Winscombe and Cheddar are to be in the same section.
19. After discussion, it was determined that the U11 league should be split into two sections substantially geographically with A and B teams in different sections with no exceptions.
20. There was a proposal for the addition to the schedules of a new U11 cup but after discussion the proposal was not accepted.
21. Certain rule changes had been proposed and it was determined that:
- A proposed amendment to Rule 5 providing for U17s to be changed to a 8 per side format was not accepted. [The difficulties in relation to numbers of players at Backwell Flax Bourton were discussed and recognised and the club entered its U17 side in the competition in the hope that other managers would make accommodation insofar as needed.]
- A proposal for an amendment in relation to Rule 7 to provide for (1) re-expression of the total numbers of overs per game and (2) a change in league games to 4 overs maximum per bowler was not accepted.
- Rule 8 was amended to include the word available in the first sentence… at the faster rate per available over…
- Rule 3 was amended to provide for the longstop date for the AGM to be 14th February [this was after discussion of alternative longstop dates].
22. Existing officers were re-elected being: President (Brian Rose), Chairman (Stewart Dewer), League Secretary/Treasurer (Robert Humphreys), U13/U11 Secretary (also trophies, cup finals and some representative games) (John Waters) and Results Officer (Mark Walker).
23. No volunteers were forthcoming to take on the position of overall Representative Games Co-ordinator to orchestrate the four representative fixtures which John Waters had arranged against Bristol & District League (one at each age level) for 2008. After extensive discussion, John Waters agreed to take the U13 and U11 matches. Blagdon agreed to try to find someone from within their club to take the U15 game but unless John Waters is notified by 31st March 2008 of the name of such a person who has so agreed then the fixture is to be cancelled. Rob Cave (Cleeve) agreed that Cleeve would take the U17s game.
24. A joining application not being considered necessary from Temple Cloud who had been a member in 2006 but had not entered a team in 2007, no new applications to join the League were considered.
25. Cups and trophies were brought to the meeting, discussed and redistributed with John Waters being responsible for trophies.
26. A proposal was put that Rule 5 be amended to provide that the age-eligibility for girls be increased to 2 years after the equivalent eligibility date for boys in line with what is said to be the ECB’s current approach. It was left to the League Secretary to draft appropriate wording. The wording of the Rule change to be made is:
…Players must be under the relevant age at 1st September of the previous (in the case of girls the following) year…

LEAGUE SECRETARY'S REPORT 2007
NORTH SOMERSET YOUTH CRICKET LEAGUE
The aim of the League shall be to promote, encourage and develop youth cricket.
In 2007, its 43rd consecutive year of offering school-age youngsters a competitive club junior cricket structure, the NSYCL divisions bulged with teams keen to participate. New member Long Ashton was welcomed to the League.
In total 67 separate teams entered the 4 League competitions, with separate Cup and Plate tournaments at each level except U11s. They had their ups and downs, fighting the weather, cancellations, hockey tours, scout camps and the twin-pronged attacks of football and school exams, but hard-pressed volunteer managers harnessed the enthusiasm of their youngsters and parents to get through a bumper season of matches.
At U17 level Winscombe and Backwell Flax Bourton were welcomed into an 11 strong League. These are good numbers at this age and the NSYCL is one of the few structures through which junior club cricket is available to youngsters after they have passed U15 age. Midsomer Norton ended as champions, going one better than last year, and remained unbeaten to win the title ahead of Claverham and last year’s winners Weston-super-Mare.
The winners of the U17 Cup were Nailsea who defeated Uphill Castle at Nailsea following rain postponements. The home side’s Matt Cornish scored 109*. Claverham beat Backwell Flax Bourton in the final of the Plate competition and it was good to see that long-standing League member amongst the winners this year.
The U15 league was once again split into 2 sections of 9 clubs each. In the Trescothick (North) Section, Failand & Portbury came out top after winning their play-off match against Nailsea. In the Blackwell (South) Section, the outright winners were Claverham with Uphill Castle being the runners up. Failand & Portbury went on the win the North v South play-off match to become 2007 U15 champions, repeating their last U15 League success of 1999.
